unless there's an update in the world generator, using a seed with the same config consistently provides the exact same world including the wildlife spawn points and wildlife "atitude" as their initial move is the same on every start of the game
now, i don't expect this to be replicated with your FANTASTIC mod and i am certainly not asking for a "fix" but simply reporting that installing the dll somehow affects the result even though default options from the mod itself are used. perhaps one value isn't the one the game expect or there's some other thing triggering the change but the outcome is a slightly different world in which:
-factions spawn points "slots" are switched around
-the type of lux resource changes (ir where there was dyes there is now sage)
if you want to try for yourself, have a look at seed 1030 on large pangea, everything else default. since build 139 it has provided the same exact world. a quick glance with fog disabled should let you see the changes when installing More Resource Options
let me known if you prefer turn 1 saves instead to easily visualize the issue
